Preheat oven to 350°F (175°C). Grease and flour two 9-inch round cake pans, lining the bottoms with parchment paper.
In a large mixing bowl, whisk together the flour, sugar, best dark chocolate cocoa powder, baking powder, baking soda, and salt.
Add the whole milk, vegetable oil, eggs, and premium baking vanilla extract. Beat on medium speed for exactly two minutes.
Reduce mixer speed to low. Carefully pour in the boiling water until just combined. The batter will be thin.
Divide the batter evenly between the prepared pans. Bake for 30 to 35 minutes, or until a wooden toothpick inserted into the center comes out clean.
Let the cakes cool in the pans for 10 minutes before turning them out onto wire racks to cool completely.
